How we diagnose, in order
We start with the complaint and the symptom pattern, because when the failure happens narrows the cause considerably. A system that fails only in the afternoon behaves differently from one that never starts at all.
Then electrical: voltage at the disconnect, capacitance against the rating, contactor condition, amp draw against nameplate on both motors. This catches the majority of no-cool calls before anything else is touched.
Then the refrigeration circuit: superheat and subcooling measured against the manufacturer target for that equipment, with pressures read at the actual operating conditions rather than eyeballed.
Then airflow: filter, blower wheel, coil face, return sizing, static pressure and the supply-to-return temperature split. Weak cooling with a perfectly healthy compressor is almost always here.
Then drainage and safeties: pan, drain line, float switch, high and low pressure cutouts.
